According to him, he apologized.

At the start of the full-scale invasion, self-proclaimed Belarusian President Alexander Lukashenko apologized to Kyiv for shelling from its territory.

Ukrainian President Volodymyr Zelensky spoke about this in an interview with American podcaster Lex Friedman. He added that Lukashenko placed all the blame for the missile attacks on the Kremlin ruler Putin:

“Well, believe me, Volodya, it wasn’t me. I don’t control it, it’s just missiles, it’s Putin. I told him it wasn’t necessary. It happened without me.”

In response to Zelensky’s words that Lukashenko is the same kind of murderer as Putin, he suggested that Kyiv respond by striking the Moselle oil refinery.
