The President has already instructed the Supreme Military Commander to develop appropriate plans.
Volodymyr Zelenskiy ordered the military to de-occupy the coastal areas in the south, for this Ukraine is gathering millions of fighting forces equipped with Western weapons.

Thus, according to the minister, the president instructed the top military leadership to develop plans for the liberation of the temporarily occupied territories, since those that are of vital importance for the country’s economy.
“We understand that this is politically very necessary for our country. The President instructed the Supreme Military Commander to develop plans. After that, the General Staff does its homework and says that in order to achieve this goal, we need “A”, “B” and “C”, – he said.
He also noted that he sends letters to fellow partners, doing part of his work.
Recall that the expert explained the actions of the Russian invaders in the occupied south of Ukraine. Earlier, also in the Kherson OVA , they talked about the new plans of the occupiers for the region .

Why would he says this publicly or is it just a reaffirmation of what he’s said previously. However, “millions” is that how much military he has?
Perhaps he is including everyone that is helping the fight, all Ukrainians are helping one way or another you know. From grannies with bread to teenagers with drones.
As they hit supply depots of the Russians, they partially isolate the battlefield and make it much harder for inferior logistics of Russia to keep the troops supplied. The need to smash the Kerch bridge is extreme. What the lack of such destruction means is that the Ukrainian Army needs to attack to Russian Army in Kherson in a way that cuts them off from Crimea and Supply. Once they have missile artillery in range of the bridge, and they need to be inside of Crimea for that, they can smash the bridge without risking people to blow the bridge by infiltration. Once that happens, Crimea becomes untenable, and it can be liberated. The loss of Crimea would be a punch in Putin’s gut and his position would be weaker than it is now.
Then, Ukraine can start to roll up the “land bridge” and go after the main body of the invaders in the east.
