The term of application of sanctions is 10 years.
President Volodymyr Zelensky has enforced a decision by the National Security and Defense Council to impose sanctions on former President Viktor Yanukovych, businessman Sergei Kurchenko, Russian oligarch Oleg Deripaska and former Defense Minister Pavel Lebedev.
This is stated in the relevant presidential decree No. 694/2022 “On the decision of the National Security and Defense Council of Ukraine dated October 12, 2022 “On the application and amendment of personal special economic and other restrictive measures (sanctions)”.
By his decree, Zelensky puts into effect the relevant decision of the National Security and Defense Council, the implementation of which is entrusted to the Secretary of the Council.
The Decree comes into force from the day of its publication.
The corresponding decision of the National Security and Defense Council is supposed, in particular, to support the proposals made by the Cabinet of Ministers on the application and amendment of personal special economic and other restrictive measures, as well as to apply sanctions to individuals in accordance with the annex.
The annex to the decision of the National Security and Defense Council contains a list of individuals to whom sanctions are applied for a period of 10 years.
We are talking about Kurchenko, Lebedev, Yanukovych and Deripaska.
Blocking of assets is applied to all of them – temporary deprivation of the right to use and dispose of assets owned by an individual or legal entity, as well as assets in respect of which such a person, directly or indirectly (through other individuals or legal entities), can perform actions that are identical in meaning to the exercise of the right their orders.
Sanctions against Kurchenko, Lebedev, Yanukovych and Deripaska
On September 10, Prime Minister Denys Shmyhal announced that the Cabinet of Ministers had reimposed sanctions on Kurchenko, Lebedev, Yanukovych and Deripaska in terms of blocking their assets and assets to which they may be involved.
According to Shmyhal, this decision is necessary in order to finally confiscate all their property on the territory of Ukraine.
