The train workers were unable to explain to the border guards where these inscriptions came from.

Lithuanian border guards forced the removal of propaganda inscriptions from a Russian train that was in transit to Kaliningrad.
Delfi reports this with reference to the country’s State Border Guard Service. On Wednesday, October 2, border guards noticed the inscriptions “Z”, “ZOV” and “Vilnius – city of Russia” on one of the carriages of the Moscow-Kaliningrad train.
They received no explanation from the train staff and said that the inscriptions had to be erased, otherwise these carriages would not be allowed into the country. After that, the train chief and his subordinates erased them with sand.
