According to the analyst, ex-head of NEC “Ukrenergo” Volodymyr Kudrytskyi is directly responsible for insufficient protection of energy facilities.
The announcement of the press service of “Ukrenergo” dated August 23 about the surplus of electricity and the restoration of its export became an “invitation” for the Russians to new strikes on energy facilities.

Financial expert Oleksiy Kushch writes about this in his column for the Glavkom website.
He referred to the message of the Ukrenergo press service dated August 23, in which it was noted about the reduction of electricity consumption, the completion of the repair of the power unit, and plans were announced to restore the export of electricity due to the presence of a surplus of power in the power system during the operation of solar plants.
“Such a message, unfortunately, became an unconscious “invitation” for Russians: in Moscow, they heard that everything is fine with electricity in Ukraine, even exports are planned, and therefore further blows have become inevitable. Sometimes representatives of state-owned companies are better off chewing than talking.” – noted the expert.
He noted that as a result of missile strikes, it was transmission networks that suffered losses.
“In the presence of basic generation, electricity consumption in the country had to be significantly limited. Nuclear units reduced power. The population in the heat, and the industry during the execution of important defense orders, found themselves on the verge of energy poverty. And if in the summer, there was no light due to objective reasons , now it happened because of the insufficient security of Ukrenergo’s transmission networks,” Kush emphasized.

“Why, during the 2.5 years of the war, the main equipment of Ukrenergo was not hidden underground or protected by concrete structures? Kudrytskyi, as the head of Ukrenergo, is directly responsible for this. He says that all protective structures have been built. But the result, as they say , on the scoreboard. Kudrytsky’s exculpatory posts on Facebook are not protected from them. And also, sometimes, a thick layer of soil on top of protective underground structures.
According to him, despite the high level of funding, work on the protection of critical infrastructure facilities was not carried out in full. “Why is it that an engineering basement floor and an underground parking lot of approximately the same scale are built in an ordinary Kyiv mall in a year, and Ukrenergo did not manage to do it? Having billions of hryvnias of funds and sufficient time to carry out such works? Were there objective reasons in the form of technical problems and lack of resources? Where are the reports to the NSDC regarding these problems?”, the analyst asks.
According to Kush, the non-fulfillment of tasks faced by the state-owned company is an objective reason for the dismissal of its manager.
“If Kudrytskyi did not do everything necessary given the opportunity, this is a failure to fulfill his official duties. If he objectively knew about the impossibility of full protection and insufficient resources and did not report it, this is official negligence and negligence. It is the task of the inspectors to determine what exactly this was bodies. Therefore, the resignation of Kudrytsky from the position of head of Ukrenergo is fully justified, and this was confirmed by the supervisory board with its decision to approve the resignation,” concluded Oleksiy Kush.
