Putin understands perfectly well what is meant by the phrase Make Russia small again, what historical Russia is.
Historical Russia is the Muscovite Kingdom, from which the expansion in all directions began. Therefore, Russians understand very well what Make Russia small again means: it means returning it to the borders of the Muscovite Kingdom. And the remaining territories will fall away, because they were forcibly annexed, conquered, captured. Peoples were destroyed and colonized. And the fact that today there will be many representatives of these peoples who will say that it is enough to be under the colonial yoke is an absolute fact.
That’s why Russians are furious that the prospect of returning to Muscovy is quite real. And if this idea also comes from Ukraine, then they are furious squared.
The West, of course, does not support the idea of reducing Russia to such a size, but it does not depend on it. The West did not support the collapse of the USSR either, but the Soviet Union collapsed anyway. The same will happen with the Russian semi-empire in its current form. Because this process does not depend on the will of Western leaders, but on the will of those peoples who live in what is still today Russia and have the full right to self-determination. Therefore, one can try to slow down this process, but it is impossible to stop it.
As for how acceptable and appropriate it is, from the point of view of diplomatic etiquette, for the president of a state to appear publicly in clothes with such inscriptions, one thing should be said. When there is a war, everything is appropriate. When it is necessary to mobilize your people and demobilize the enemy, all tools for this are acceptable.
