US issues final warning to Chinese banks over Russian aid – Bloomberg

Jake Sullivan hinted that Chinese banks will be hit by sanctions.

US National Security Adviser Jake Sullivan said the US is preparing new sanctions against Chinese entities that support Russia’s war in Ukraine. He hinted that Chinese banks could be targeted , Bloomberg reports .

“We think China needs to stop because we think this is well beyond the bounds of decent nation-state behavior. You can expect additional sanctions as we watch this picture continue to unfold in the coming weeks,” Sullivan said July 19 at the Colorado Security Forum.

He pointed to an executive order issued by President Joe Biden late last year that allowed the Treasury Department to go after banks that facilitated the production of dual-use goods to help Russia’s defense industry. Sullivan added that the authority was there for a reason.

“We have put it in place so that when we find a bank that we think is subject to sanctions, we can do something about it. I don’t have a forecast today, but I will just tell you that over time we have put together tools to be able to respond to this kind of behavior. And we will respond to this kind of behavior,” the national security adviser emphasized.

The comments are the latest warning, reporters say, that the Biden administration is considering additional measures to punish Chinese firms that help Russia’s defense industrial base. The U.S. says China has so far stopped short of providing direct lethal support to Russia, but NATO leaders called China a “decisive factor” in the war at their summit a week ago. Sullivan’s comments suggest more steps are on the way.

Allied countries are increasingly concerned that Beijing is moving closer to providing lethal aid to Russia, which Western officials have warned against.

Increasing pressure on China

Earlier, US Treasury Secretary Janet Yellen said that China would have “significant consequences” if its companies “support Russia’s war against Ukraine.” She stressed that companies, including those in China, should not provide material support for Russia’s war.

President Joe Biden said European allies are prepared to cut investment in China if it continues to support Russia.
