After the current termination, some aid programs will be difficult to restart, and many may disappear altogether.

According to  The New York Times  (NYT), two House Democrats, Gregory Meeks and Lois Frankel, sent a letter to Secretary of State Marco Rubio saying that lives were “at risk” because of the aid cutoff. “Congress appropriated and authorized these funds for use, and it is our constitutional duty to ensure that these funds are spent as intended,” they wrote.

The publication noted that aid program overseers had never seen such a broad and damaging directive, even during periods of aid reassessment by previous administrations. 

The order to end most military aid programs also applies to Ukraine, but aid to Israel and Egypt is not covered by the document.

“This 90-day shutdown is a gift to our enemies and competitors with consequences that go beyond the immediate harm to people. It erodes our alliances, our world-leading expertise and capabilities, and threatens our security,” said Dr. Atul Gawande, assistant administrator for global health at USAID in the Biden administration.

At the same time, the head of the Center for Countering Disinformation, Andrey Kovalenko, noted that “US military aid to Ukraine continues under the military aid packages that were adopted earlier.”
