The United States expects Russia to present its terms for a ceasefire with Ukraine as Washington hopes to better understand the intentions of Russian dictator Vladimir Putin.

According to him, Putin is approaching the peace process with a cold assessment of the costs and benefits for Russia. But the Kremlin leader certainly did not get the war against Ukraine that he was counting on.
“When he invaded Ukraine, I think he expected the government to fall and that he would be greeted as a liberator, but that turned out not to be the case. And in fact, Russia controls less territory today than it did after the first two months of the war,” Rubio noted.
He also recalled that at the talks in Istanbul, Ukraine and Russia agreed to exchange prisoners in the “1,000 for 1,000” format, which is a “good result.”
“As far as we understand, the Russians are going to prepare the conditions that they will require to achieve a ceasefire that will allow for broader negotiations. We are waiting for those conditions, and then I will understand Mr. Putin’s calculations much better when I see what those conditions look like,” the US Secretary of State added.
