State Department spokeswoman Tammy Bruce said the United States expects its European partners to “lead the way in building a strong security framework and looks forward to their proposals.”

The United States has asked European countries for proposals on security guarantees for Ukraine amid diplomatic efforts to find ways to end the war, Finnish President Alexander Stubb told Reuters .

“The Americans have given the Europeans a questionnaire on what could be done. This will make the Europeans think, and then the Europeans themselves will decide whether to answer the questionnaire or whether they will answer it together,” he told reporters at the Munich Security Conference.

The agency noted that State Department spokeswoman Tammy Bruce said the United States expects European partners to “lead in creating a strong security framework and looks forward to their proposals.”

“A strong, self-sufficient Europe is in their interests as well as ours,” she stressed.

Earlier, four European sources told the agency that the US had sent a document to European partners with questions that included the possible sending of peacekeeping troops to Ukraine in the future. Moreover, two sources added that it was sent earlier this week.

“The idea is obviously to find out how European allies see a possible framework for negotiations to end the conflict, as well as the possible participation of Europe and the United States,” a European diplomat familiar with the document told reporters.

Another diplomat said the document included six questions, one of which was specifically aimed at European Union member states.
