German Economy Minister Katerina Reiche said the US government had provided written assurances that Rosneft’s German business would be exempt from new energy sanctions. The assets are no longer under effective Russian control, Reuters reported .
Berlin had previously appealed to Washington for clarification after the Donald Trump administration imposed sanctions on Russian oil companies Rosneft and Lukoil. Germany argued that the refineries have been under state control since 2022 and are separate from the parent group. At the same time, they play a strategic role in the country’s energy security.
Among the assets in question is the PCK refinery in Schwedt, which is one of the largest in Germany and accounts for a significant share of the country’s oil refining capacity.
The company is also one of the largest employers in the state of Brandenburg, a region where support for the Alternative for Germany party, which is sometimes described as “nationalist” and “pro-Russian,” is growing rapidly.
New sanctions against Russia – what experts say
As a reminder, the US recently announced sanctions against the two largest Russian oil companies, Rosneft and Lukoil. According to some experts, if fully implemented, the restrictions could cut off the flow of revenue from the sale of fossil fuels that finance the Kremlin regime’s military machine.
At the same time, other experts believe that sanctions will not be fatal for Russia , because over the years of the war against Ukraine, it has learned to circumvent Western restrictions.
