Ukraine is abandoning the post-Soviet “paternalistic” model of social policy . Instead, there will be a new, more European model, Prime Minister Denis Shmygal said at the opening of the International Summit of Ministers of Social Policy in Kyiv.
According to him, in the new model, social policy will begin with social services, and only if necessary will be supplemented with targeted social payments. Shmygal calls this the European approach.
“War always aggravates social issues. The number of people in need of support has grown and, unfortunately, continues to grow. And the old post-Soviet model cannot respond adequately. That is why we are creating a fundamentally new system. It is based on the principle of building ability instead of dependence” , – the government press service quotes Shmgal .
In particular, the government will create incentives for people to return to economic activity. At the same time, support will be available to those who really need it.
“Digitalization, targeting, universality, fairness, barrier-freeness – these are the main elements of our social policy,” the prime minister emphasized.

As UNIAN wrote, funds from US aid to Ukraine cannot be used to pay pensions, because there are no solidarity pensions in the United States. According to the Minister of Social Policy Oksana Zholnovych , it would be difficult for Americans to explain the Ukrainian pension system, because they themselves accumulate pensions through insurance pension accounts.
We also told you that as of April 1, there were 10.2 million pensioners in Ukraine, whose average pension is more than 5,743 UAH. Another 12.06% of the total number of pensioners receive payments of more than UAH 10,000. The largest number of pensioners now receive pensions up to 3,000 UAH – 26.84%.

Ukraine definitely needs a shake up regarding the digitalization. Local councils are still stuck in pre Soviet mode. The workforce in these places is totally oversaturated. It needs a quick culling of 1000s of employees that are just carrying envelopes from one department to another. I know all this takes money, but in the long term it will save money.
