Baku is seeking to replace Moscow as a provider of natural gas to Europe

Ukraine and Azerbaijan have signed a new roadmap to expand bilateral cooperation in gas production, storage, and transportation, signaling a deepening strategic energy partnership.
The agreement was reached during a high-level meeting in Baku between Ukrainian Energy Minister German Galushchenko, his deputy Mykola Kolisnyk, and Azerbaijani Prime Minister Ali Asadov.
The visit came as part of the 13th session of the Azerbaijan–Ukraine Intergovernmental Commission on Economic Cooperation, which both sides hailed as a critical platform for enhancing practical ties in the energy sector.
“Azerbaijan is one of Europe’s key energy suppliers. We see significant potential to expand partnerships in gas production, storage, and transportation,” said Galushchenko.
“Implementing joint projects will enhance energy security and support economic growth in both countries.”
The roadmap signed by Galushchenko and his Azerbaijani counterpart includes increased collaboration in natural gas logistics and infrastructure development. A particular focus was placed on leveraging Ukraine’s extensive underground gas storage (UGS) facilities, which are the largest in Europe.
“Ukraine offers its UGS sites to international partners under a customs warehouse regime, exempt from taxes and fees,” Galushchenko said, emphasizing the value Ukraine could provide as a regional gas hub within the European diversification strategy.
The discussions also covered energy transit infrastructure, including potential cooperation on the Middle Corridor, a transport route connecting Central Asia, the Caucasus, and Europe. Enhancing this corridor, the parties noted, would improve logistical efficiency and energy transit reliability across the region.
Deputy Minister Kolisnyk highlighted Azerbaijan’s support for Ukraine since the beginning of the full-scale war with Russia, particularly in stabilizing Ukraine’s energy system. “We highly appreciate the solidarity of the Azerbaijani people with Ukraine,” he said.
Kolisnyk added that Ukraine is ready to cooperate on joint energy projects, especially with the State Oil Company of the Azerbaijan Republic (SOCAR) and other Azerbaijani companies. He noted interest in both conventional and renewable energy, as well as the modernization of Azerbaijan’s energy infrastructure.
Ukrainian President Volodymyr Zelensky had previously expressed readiness to transport Azerbaijani gas to Europe following Kiev’s decision to halt the transit of Russian gas through Ukrainian territory in January. The decision marked a major geopolitical and economic shift after years of wartime gas flows.
“Azerbaijan produces about 40 billion cubic meters, uses about 15, and exports the rest. We are ready to help deliver Azerbaijani gas to Europe, but Russian gas will no longer pass through Ukraine,” Zelensky said at the time.
