Ukraine Signals Shift Toward Attrition Strategy — Key Statements From Defense Minister Mykhailo Fedorov
During a briefing with journalists, Ukraine’s Minister of Defense Mykhailo Fedorov outlined a markedly tougher, results-driven approach to the war — focused on sustainability, management reform, and scaling drone-centric warfare.
Below are the core statements and policy directions presented during the discussion:
🔴 Strategic objective set by the President
President Volodymyr Zelensky has tasked the Ministry of Defense with making the war economically and militarily unsustainable for Russia — increasing costs to a level Moscow cannot absorb over time.
🔴 Management overhaul inside the Ministry of Defense
Fedorov said the first phase is internal restructuring. Leadership roles will be tied strictly to measurable outcomes. Personnel who fail to deliver results will be replaced.
🔴 High-attrition battlefield goal
According to the minister, Ukraine is aiming to significantly increase Russian battlefield losses. He stated that approximately 35,000 Russian troops were killed last month, with losses documented via battlefield footage, and indicated the ministry is seeking to raise that figure further through expanded capabilities.
🔴 Budget clarity and efficiency
The ministry has identified its funding shortfall for the year and claims to have a clear picture of expenditures, inefficiencies, and areas where savings can be redirected to frontline needs.
🔴 Mass deployment of interceptor drones
As early as this month, 40,000 interceptor drones are expected to be delivered to Ukrainian forces, reflecting a heavy emphasis on counter-drone warfare.
🔴 Deepening cooperation with partners and AI integration
Ukraine plans to expand cooperation with international partners, not only seeking funding but offering operational value — including the creation of a data testing ground to help train allied AI systems using real combat data.
🔴 Domestic drone production
Ukraine is developing its own analogue to the Mavic drone, with a longer operational range, to reduce dependence on foreign platforms.
🔴 Drone assault units and new doctrine
Specialized drone assault units are being formed under a new tactical doctrine. According to Fedorov, this approach has already shown results, particularly in the Kupiansk direction.
🔴 Mission Control system
A new “Mission Control” platform will soon be launched to track the full drone lifecycle — from procurement to battlefield effect. A similar system is planned for artillery operations.
🔴 Targeting Russian drone operators
Dedicated units are being formed specifically to detect and neutralize Russian drone operators, addressing one of the most dangerous threats on today’s battlefield.
:
Taken together, these statements point to a clear evolution in Ukraine’s war strategy — one that prioritizes technology, data, and sustained pressure over symbolic actions. The emphasis is not on headlines, but on systems capable of grinding down Russia’s ability to continue the war.

DIPLOMACY | Zelenskyy Postpones Davos Trip Amid Energy Crisis After Russian Shelling
President Volodymyr Zelenskyy said he will not travel to the World Economic Forum in Davos for the time being, citing the difficult situation in Ukraine following overnight Russian strikes.
According to the president, the primary concern is energy security, as Russia’s latest attacks have again placed heavy strain on Ukraine’s power system.
Zelenskyy noted, however, that his decision could change if concrete outcomes are on the table, including:
• New energy support packages
• A meeting leading to decisions on additional air defense systems
⸻
The president also disclosed that Ukraine used approximately €80 million worth of air defense missiles in a single day, underscoring both the intensity of the attacks and the urgent need to replenish defensive stocks.

🟥 ALERT | Ukrainian Forces Capture Russian Soldier Linked to POW Executions in Kursk — Zelenskyy
The Armed Forces of Ukraine have captured a Russian soldier allegedly responsible for the execution of Ukrainian prisoners of war in Russia’s Kursk region last October, President Volodymyr Zelenskyy announced.
“Every Russian murderer must be held accountable for what he has done. And that is what will happen,” Zelenskyy said following a report by Oleksandr Poklad.
He added that Ukraine will continue countering Russian sabotage operations in the rear, thanking the Security Service of Ukraine for protecting civilians.
Executions of prisoners of war are war crimes under international humanitarian law.
• The capture of a suspect creates a pathway for investigation, evidence preservation, and legal accountability.
• It signals Kyiv’s intent to pursue responsibility case by case, rather than treating such crimes as abstract statistics.

That’s the best strategy under the curent circumstances.
