Military personnel do not need to contact the Administrative Service Center for verification.
The government has adopted a resolution introducing a “white list” for Starlink satellite terminals. Ukrainian Defense Minister Mykhailo Fedorov announced this on Telegram.
He noted that all Starlink terminals in Ukraine will be shut down soon, and only verified and registered ones will operate.

“This is a response to the Russians’ use of Starlink. Russian drones equipped with the terminal are difficult to shoot down. They fly at low altitudes, are resistant to electronic warfare, and are controlled by an operator in real time, even over long distances,” Fedorov explained.
He added that introducing a “whitelist” is the only technical solution to counter such enemy tactics. According to Fedorov, to register Starlink, Ukrainians will need to contact the Administrative Service Center. This service will be free.
“Businesses will also have a simple and convenient algorithm for verifying Starlink terminals online on the Diya portal,” Fedorov added.
Military personnel using terminals do not need to contact the Administrative Service Center, as a separate secure channel through DELTA is already in place for them. The Minister noted:
“You also don’t need to put your own terminals on the military unit’s books or transfer account data—you just need to protect your terminal from being blocked by adding it to the whitelist.”
