This week’s NATO summit in Ankara could be a turning point for both Ukraine and US President Donald Trump, according to Frederick Kempe, president and CEO of the Atlantic Council think tank .

He notes that Trump arrived in Ankara at a time when European allies have already significantly increased defense spending, turning political commitments made at last year’s summit in The Hague into real military capabilities.

The analyst also recalls that the US president’s decision, made in July 2025, to continue supplying weapons to Ukraine with funding from European partners contributed to the successes of Ukrainian forces on the front.

During a meeting with Ukrainian President Volodymyr Zelensky, Trump positively assessed Ukrainian strikes on Russian territory and declared his readiness to provide Ukraine with a license to produce Patriot interceptor missiles.

According to Kempe, upon his return to Washington, Trump should not miss the chance to use the current situation to strengthen support for Ukraine and NATO itself. The analyst is convinced that Russia is currently going through a difficult period due to significant personnel losses and Ukraine’s attacks on energy infrastructure.

The Atlantic Council expert also emphasizes that Ukraine is not only deterring the Russian offensive, but is also gradually changing the strategic situation through the massive use of drones. It has already caused serious problems with the supply of fuel to Russian troops, and has also begun to strike military infrastructure up to two thousand kilometers from the border.

And against this backdrop, what is happening is what former US Ambassador to Ukraine John Herbst considers an unexpected rapprochement between the positions of Washington and Kyiv.

Europe’s fulfillment of the obligations imposed by Trump a year ago, as well as Ukraine’s successes, which he can also attribute to himself, potentially play into the hands of the US president, Frederick Kempe is convinced.

“Two historic victories in the interests of the United States are close. The Trump administration must do everything possible to ensure that this moment does not slip away,” the analyst emphasizes.

The war in Ukraine and Trump

As UNIAN reported, the US agreed to grant Ukraine a license to produce Patriot missiles, and President Donald Trump publicly praised Volodymyr Zelensky for his work. The Kremlin said that these steps could complicate negotiations , although it did not officially call them an escalation, emphasizing Washington’s allegedly “misguided” approach.Advertising

Meanwhile, Europe is rejoicing that relations between Trump and Zelensky seem to have finally normalized . Although experts urge not to rush to conclusions.
