UCP confirms that Dniprorudny mayor was tortured to death in Russian captivity

The mayor of the temporarily occupied Dniprorudne, Zaporizhzhia region, Yevheniy Matveyev, died in Russian captivity from numerous injuries, beatings, and fractures. The official was also found to have lung damage.

According to the investigation, Matveev died on September 7, 2024 in detention center No. 3 in the city of Kizel, Perm Territory of the Russian Federation. This was reported by the Prosecutor General’s Office in response to a request from the LIGA.net publication.

“Death occurred from a closed blunt trauma to the torso with multiple rib fractures, damage to the lungs and pleura ,” the UCP said in its response to questions about the cause of death.

No one has been charged in the mayor’s death case. The pre-trial investigation is ongoing and is being conducted by investigators from the Security Service of Ukraine. All those involved in the torture of the Ukrainian official are still being identified.

What is known about Yevgeny Matveyev?

Yevgeny Matveyev was re-elected several times as mayor of Dniprorudny in Vasylivka district. With the beginning of the full-scale Russian invasion, he remained in the city, coordinating the work of municipal services and helping to defend the community.

In March 2022, Russian occupiers kidnapped the mayor at one of the checkpoints. Since then, his fate has remained unknown. Only in September 2024 did it become known that the politician died in a Russian pre-trial detention center. His body was returned to Ukraine as part of repatriation and buried in Bucha, Kyiv region.

The publication “Slidstvo.Info” , citing two servicemen released from Russian captivity, reported that Matveyev was beaten to death during his transfer to SIZO No. 3 in Kizel. They claim that the beating was so brutal that the mayor did not survive his injuries.

As OBOZ.UA reported, Serhiy Akhmetov, a resident of Bucha, Kyiv region, was released from Russian captivity in October 2025. The Ukrainian civilian was held in Bryansk SIZO No. 2 for 3.5 years, and is now in the hospital and receiving the necessary assistance.
