Twenty-three members of the U.S. House of Representatives have urged President Donald Trump to allow Ukraine to use the Starlink satellite network for military operations inside Russia.
According to The Hill, the lawmakers believe that such authorization would help Ukraine detect Russian missile launchers in a timely manner and strike them on Russian territory.
The initiative was led by Republican Joe Wilson. The letter was signed by 16 Democrats and seven Republicans, who urged Trump to personally contact SpaceX founder Elon Musk to secure the lifting of the relevant restrictions.
“We urge you to ask Elon Musk to allow Ukraine to use the Starlink satellite internet system to locate missile launchers on Russian territory. One phone call could save lives and increase Vladimir Putin’s incentives to negotiate,” the lawmakers wrote.

According to lawmakers, if Ukrainian forces cannot reliably intercept Russian missiles, they should be able to strike the launchers from which those missiles are fired.
The letter also noted that Ukraine had already approached Elon Musk with a request for an exemption from the restrictions preventing the use of Starlink for such operations inside Russia.
The lawmakers believe that Donald Trump could help secure the decision.
In July 2026, during closed-door talks at the White House, Ukrainian President Volodymyr Zelensky reportedly asked the U.S. President Donald Trump to authorize the use of Starlink to guide long-range drones toward ballistic missile launchers on Russian territory.

In August 2026, SpaceX CEO Elon Musk held talks with former Ukrainian Defence Minister Mykhailo Fedorov.
According to reports, the talks proved ‘extremely unsuccessful,’ after which Musk reportedly became firmly inclined to deny Ukraine permission to use Starlink for such operations.
Following his departure from office on August 7, Fedorov said he was continuing negotiations with Musk but did not specify their subject or outcome.

We know that ain’t gonna happen. But soon maybe Congress won’t have to urge, but can order.
