Trump Wants to Deprive USAID of Autonomy: Reuters Finds Out What Will Happen to Foreign Aid

President Donald Trump’s administration is moving to place the U.S. Agency for International Development ( USAID ) under the State Department’s control, a move that could have a major impact on how Washington spends foreign aid, two sources familiar with the discussions told Reuters .

It is noted that the National Security Council discussed the issue of transferring USAID under the control of the State Department this week. However, no final decisions have been made yet.

One of the sources told reporters that the White House is currently reviewing the legal powers that Trump could use to issue an order to strip USAID of its autonomy. According to him, the US president could sign such an order in the coming days.

In response to these rumors, Senate Minority Leader Chuck Schumer said that transferring USAID under the control of the State Department would be “an illegal and contradictory move that is not in the national interest of the United States.”

Journalists also found out that the signs with the official seal of the state administration agency have already been removed from USAID office buildings. This may indicate that the merger with the State Department may happen very soon.

The agency emphasized that, according to one of the sources, officials from the newly created Department of Government Effectiveness, headed by billionaire Elon Musk, participated in the discussion of this issue and even visited USAID headquarters in downtown Washington.

The agency recalled that last week the Trump administration froze foreign aid from the United States. This decision was explained by the need to conduct checks to ensure that the aid is consistent with the new president’s foreign policy.

If USAID does come under State Department control, it would likely have negative consequences for foreign aid. One source familiar with USAID’s work told reporters that the move would be a major setback, particularly for the agency’s humanitarian operations.

He added that USAID had the ability to provide assistance to countries with which the United States does not have diplomatic relations, including Iran, and that this was a way to “build bridges.” The source assured that if the agency’s activities were tied exclusively to political goals, this advantage could be lost.

In addition, the transfer of USAID under the control of the State Department eliminates the position of the agency administrator, which was created by former US President Joe Biden. Journalists noted that Trump has not yet identified a candidate for this position, which further fuels rumors.

The agency shared that Trump’s freeze on most U.S. foreign aid through USAID has already dealt a major blow to the development sector both at home and abroad, causing hundreds of layoffs and putting thousands of other jobs at risk.

Journalists warned that aid programs such as field hospitals in Thai refugee camps, demining in war zones and drugs to treat millions of people suffering from HIV could be cut because of Trump’s decision, with one source saying it could result in “the humanitarian voice not being heard in high-level policy discussions.”
