However, this plan is a last resort. In parallel, plans are being prepared to increase the US presence in Panama without the use of force.
The White House has tasked the Pentagon with developing options for increasing the U.S. troop presence in Panama to achieve President Donald Trump’s goal of “taking back” the Panama Canal, NBC News reported, citing two U.S. officials familiar with the plan.

Last week, Trump told Congress that his administration would “bring back the Panama Canal” to strengthen U.S. national security. But neither Trump nor his administration officials have explained what “bringing back” means.
Now, NBC News sources say U.S. Southern Command is developing potential plans that range from a closer partnership with Panamanian security forces to the less likely option of a U.S. takeover of the Panama Canal, with the use of force contingent on Panama’s willingness to cooperate with the U.S.
U.S. officials told NBC News that U.S. Southern Command commander Adm. Alvin Halsey presented the draft strategies to Defense Secretary Pete Gegseth this week. Gegseth is expected to visit Panama next month.
The officials also warned that a U.S. invasion of Panama was unlikely and would only be seriously considered if Trump’s goal of restoring American control of the canal failed.
