Donald Trump has appointed Keith Kellogg, a retired lieutenant general who presented him with a “peace plan” to end the war , as his special envoy to Ukraine , Reuters reported , citing its sources, and Trump himself later confirmed on his Truth Social network.
“Keith has had a distinguished military and business career, including serving in very important national security positions in my first Administration. Together, we will secure peace through strength and make America and the world safe again,” Trump wrote.
While there is currently no special representative for the war in Ukraine, Trump has previously privately expressed interest in creating such a position.
Keith Kellogg and the “peace plan” for Ukraine
Keith Kellogg (born 1944) was the White House National Security Council chief of staff during the Trump presidency from 2017–21 and national security adviser to then-Vice President Mike Pence.
Kellogg developed his “peace plan” for Ukraine with Fred Fleitz, who also served as Trump’s National Security Council chief of staff. The plan involves freezing the front lines and forcing Kiev and Moscow to negotiate .
Under the proposed strategy, the United States would tell Ukraine that it would receive more American weapons only if it entered into peace talks. At the same time, the United States would warn Moscow that any refusal to negotiate would result in increased U.S. support for Ukraine. Ukraine’s membership in NATO would be off the table for the foreseeable future.
Reuters previously reported that Trump plans to appoint his former intelligence chief Richard Grenell , who has advocated creating “autonomous zones” as a way to end the war and has also said he would not support Ukraine joining NATO, as a special envoy to Russia’s war in Ukraine.

My hope rests on the stubbornness of both Trump and the war criminal … that Trump seeks a quick end but the runt wants to conquer all of Ukraine. This will force Trump to abandon his 24 hr. plan. He then has three choices; abandon Ukraine and let the runt have it (unlikely), keep the current aid where it is, or arm Ukraine to the teeth and other measures that will hurt the runt.
