On the night of September 25, three important missile production facilities in Russia were hit, according to the General Staff of the Ukrainian Armed Forces.

Specifically, this concerns the Iskra Research and Production Enterprise Plant in Ulyanovsk, Ulyanovsk Region, which is part of the Almaz-Antey Air Defense Concern and is a Russian military-industrial complex enterprise. The General Staff reported that the plant produces semiconductor devices and components for manufacturers of electronic equipment, measuring instruments, communications equipment, and special-purpose vehicles. 

According to the General Staff, the Yefremov Synthetic Rubber Plant OJSC in Yefremov, Tula Oblast, and the Voronezhsintezkauchuk JSC in Voronezh, Voronezh Oblast, were also damaged.

“Both enterprises are involved in the production of solid rocket fuel, in particular for the Iskander ballistic missile system,” the statement said.Read also:

Also on the night of September 25, the Defense Forces struck oil refineries and radar stations of the Russian army. The General Staff reported that the Lukoil-Permnefteorgsintez oil refinery in Perm, Perm Krai, was hit. A fire was reported on its premises.

Furthermore, the Novoshakhtinsky oil refinery in Novoshakhtinsk, Rostov Oblast, Russia, came under Ukrainian attack. The General Staff reports that a fire broke out at this facility as well.

The refinery’s refining capacity is approximately 7.5 million tons of oil per year. The Novoshakhtinsk refinery is a major supplier of petroleum products to southern Russia and is involved in supplying the Russian Armed Forces.

Peace talks and energy truce

As UNIAN reported, Ukrainian President Volodymyr Zelenskyy, in an interview with Axios, stated that the Trump administration is insisting on three immediate steps as part of its efforts to de-escalate the war in Ukraine and resume diplomacy with Russia.

In particular, as the head of state noted, this concerns an end to attacks on energy infrastructure, the resumption of the functioning of the “grain corridor” in the Black Sea, and a trilateral meeting between the United States, Ukraine, and Russia, presumably in Abu Dhabi.

Zelenskyy noted that the proposal to jointly cease attacks on energy infrastructure came from the United States. The Ukrainian President emphasized that Ukraine is ready to agree to this.
