The US President stressed that Russia will not win the war it has unleashed against Ukraine.
US President Joe Biden has confirmed that the United States will provide Ukraine with $20 billion in loans. They will be repaid with interest earned from frozen Russian assets.

“In other words, Ukraine can get the help it needs now without burdening taxpayers. These loans will support the people of Ukraine as they defend and rebuild their country. And our efforts send a clear message: tyrants will be held accountable for the harm they cause,” he said in a statement posted on the White House website .
The American leader noted that this summer he led efforts to unite the G7 countries to provide Ukraine with $50 billion under the Emergency Revenue Acceleration Program, backed by revenues from immobilized Russian sovereign assets.
Biden said that after Russia invaded Ukraine, the G7 countries took “decisive action to seize Russian sovereign assets” and committed that those assets would remain seized until Russia stopped its aggression and paid for the damage it had done to Ukraine.
In addition, Biden stressed that Russia will not win the war:
“The people of Ukraine will win. This is another reminder to Vladimir Putin that the world is united behind Ukraine – and the United States and our G7 partners will continue to stand with it every step of the way.”

President Volodymyr Zelensky announced in an evening address on October 23 that the United States of America had decided to provide Ukraine with a $20 billion loan. According to him, these funds are secured by frozen Russian assets.
Le Monde noted that the United States wants to split this loan between economic and military aid.
