At the same time, Rubio, in a dispute with Congressman Bill Keating, refused to directly call Russian President Vladimir Putin a war criminal.

“Well, I think you can look at the incidents that happened there and, of course, characterize them as war crimes, but our intention is to end this war… We will not end the war without talking to Putin. That’s the person we are negotiating with,” he said.

The Secretary of State also stated that the Taliban’s status as a terrorist organization in the United States is currently being reviewed amid the release of detained Americans.

Negotiations on Ukraine – Rubio’s position

According to the Secretary of State, during a phone call with US President Donald Trump, Kremlin leader Putin promised to convey to Washington his terms for a ceasefire in Ukraine .

Rubio called the talks between the Russian and Ukrainian delegations in Istanbul a positive step, but noted that the White House has not yet seen “steps toward peace”:

During the meeting, Rubio defended Trump’s efforts to broker a ceasefire and also justified the US president’s reluctance to impose sanctions against Moscow.
