American and European officials have resigned themselves to the fact that the war in Ukraine will continue until at least next year, as attempts to resume negotiations with the Kremlin have failed, Bloomberg reports , citing sources familiar with the situation.
According to them, the visit of US special envoys Jared Kushner and Stephen Witkoff to Moscow and then to Kyiv failed to produce significant progress. European officials told the agency that Vladimir Putin, who spoke with them for three hours in the Kremlin, intends to intensify attacks on Ukraine as winter approaches.
According to Bloomberg sources, Putin has shown no willingness to soften his position, despite signals from the US that new ideas are needed to return to stalled peace talks.
Over the next six months, Russia plans to strike Ukraine’s energy and heating grids to make life unbearable for civilians, as well as to intensify hybrid attacks in Europe to undermine support for Kyiv, one of the agency’s sources said.
Putin, according to the source, is betting that he will be in a stronger position next spring and will be able to keep the Russian economy, which is facing mounting difficulties, from collapsing. Until then, the agency’s source is confident, there will be no serious negotiations.
Putin used Witkoff and Kushner’s visit to demonstrate his strength to domestic audiences ahead of the State Duma elections, another Bloomberg source said. The trilateral Russian-Ukrainian talks, announced by Witkoff and the Kremlin, with US participation, could take place after the September vote in Russia, but are unlikely to bring a peace deal closer, the sources said.
Under these circumstances, Europe will have to find the resources to send additional air defense assets to Ukraine, the agency’s sources emphasize. On Tuesday, the UK announced an additional £100 million aid package for Kyiv.
German Defense Minister Boris Pistorius announced that the country will urgently transfer Patriot missiles from its own stockpile to Ukraine. “Preparing Ukraine for winter is a top priority and requires decisive and immediate action,” he said.
