In exchange for military assistance, Russia will for the first time help China with advanced military technology, including submarines.

Beijing is giving Moscow “very substantial” help in strengthening its military machine , and in return Russia is transferring its military technology for submarines and missiles, which are closely guarded, US Deputy Secretary of State Kurt Campbell said.

Speaking to a group of reporters, including POLITICO, after meeting his European Union and NATO counterparts in Brussels, Campbell upped the ante on Beijing. Previously, the United States paid special attention to Beijing’s supply of so-called dual-use technologies that can be used for both military and civilian purposes.

Now Washington unequivocally declares that China is helping the Russian military. With international sanctions threatening Moscow, it desperately needs the technology to build up military production to be able to continue the war against Ukraine.

“These are not dual-purpose capabilities. They are, in fact, directly applied to the Russian military machine,” Campbell said, referring to the latest materials that China is providing to Russia.

In exchange for Beijing’s help, Russia began transferring submarines, missiles and other sensitive technology to China. Historically, Moscow has been wary of transferring the latest military technologies to Beijing.

“The opportunities Russia is providing is support in areas where they have been frankly unwilling to engage directly with China in the past. We are concerned about a number of military areas where there appears to be a determination to provide greater support to China,” Campbell said.

“This is related to underwater operations, activities in the field of aviation development, including stealth; it also includes the potential of missile capabilities,” he said.

According to Campbell, the new technologies that Beijing is acquiring will pose a danger not only to the United States, but also to India, Australia, Japan and South Korea, “if China can get more participation from Russia in improving certain military capabilities.”
