Russia did not protect the right to a fair trial.
The most common human rights violations in Crimea are illegal detentions and detention, lengthy trials, lack of access to a lawyer, torture and ill-treatment, and lack of effective remedies. This is stated in the report of the Office of the United Nations High Commissioner for Human Rights (OHCHR).
“For more than six years, we have been documenting human rights violations in criminal cases in the context of the conflicts in eastern Ukraine and the Crimea. We call on those responsible for these violations to end this illegal practice and ensure that the right to a fair trial is respected for all people, “said Matilda Bogner, Head of the UN Human Rights Monitoring Mission in Ukraine.
The report noted cases in which Russia failed to protect the right to a fair trial and violated the guarantees of due process in Crimea.
“The authorities of the Russian Federation in Crimea must respect the right to a fair trial in accordance with its obligations as an occupying power under international humanitarian law and international human rights law,” Bogner said.
The report is based on more than 1,300 in-depth interviews with victims and witnesses of human rights violations, the results of monitoring 1,280 court hearings and examining more than 3,300 court decisions and other relevant materials.

Or else what? You can publish a million reports, but until you are prepared to act on the information, your reports are little more than toilet paper.
Yeah, I’m sure another report by the UN bureaucrats sitting safely in New York is going to make those tortured daily by Moskali feel much better….

It’s good that the UN hasn’t forgotten about the plight of the Crimean people. However, without any consequences, those reports are wholly useless. The crime syndicate can continue abusing people at will.
