Ukrainian President Volodymyr Zelensky met King Charles III at Windsor Castle on Friday before joining allied leaders in London, where UK Prime Minister Keir Starmer urged partners to deliver more long-range missiles to Kyiv.
The visit came as both the US and EU announced new sanctions on Russia’s energy sector, aiming to squeeze Moscow’s war economy as the invasion nears its fourth winter.
At the Coalition of the Willing summit, attended by NATO chief Mark Rutte and other European leaders, Starmer called for allies to “step up the gifting of long-range capabilities.” The UK also pledged to accelerate air defense missile production, with 5,000 new weapons and 140 lightweight multirole missiles to be delivered this winter.
The EU, meanwhile, moved toward securing Ukraine’s defense funding for 2026–2027, though the proposed €140 billion “reparations loan” backed by frozen Russian assets remains stalled due to Belgium’s objections.
Zelensky hailed the outcome as a sign of “political support,” while EU Council President Antonio Costa stressed: “Ukraine will have the financial resources it needs to defend itself.”

British PM Starmer is hosting more than 20 of Ukraine’s allies in London on Friday for a meeting of the self-titled Coalition of the Willing, pressing European partners to deliver additional long-range missiles to Kyiv.

UK Prime Minister Keir Starmer hosted over 20 of Ukraine’s allies in London on Friday, urging faster delivery of long-range weapons at a Coalition of the Willing summit attended by President Zelensky, NATO chief Mark Rutte, and other European leaders.
Downing Street announced the early delivery of 100 air defense missiles, part of a £1.6 billion package, after Ukraine’s use of Storm Shadow missiles to strike a Russian target in Bryansk.
Starmer condemned Russia’s “depraved strikes” on a Kharkiv kindergarten that killed two children, saying, “The only person who doesn’t want to stop the war is President Putin.”
Leaders also discussed new US sanctions on Rosneft and Lukoil and revisited the stalled frozen assets plan to fund Ukraine’s defense.
