The head of the Turkish Foreign Ministry made a statement before the start of the negotiations.
On Wednesday, July 23, 2025, the third round of negotiations between the delegations of Ukraine and Russia took place in Istanbul, Turkey. The meeting was held at the Ciragan Palace.

The Ukrainian delegation is headed by Secretary of the National Security and Defense Council Rustem Umerov. At the same time, the Russian team, like last time, is headed by Vladimir Medinsky, an aide to dictator Vladimir Putin.
Turkish Foreign Minister Hakan Fidan, in his opening remarks at the start of the delegations’ meeting, said Ankara had offered to help monitor compliance with a potential ceasefire in Ukraine, saying the country had the necessary infrastructure for this.
Fidan also added that the ultimate goal of the negotiations is a ceasefire. After that, the meeting of the representatives of the countries continued behind closed doors.
At around 9:18 p.m., Russian media reported that the talks had already ended. According to the TASS propaganda agency , there will be no continuation of the talks.

The meeting lasted 38 minutes. All ceasefire proposals were rejected by Russia.
I don’t know why Ukraine even bother attending peace talks, where the delegation from mafia land consists of junior office boys.
I think the only thing Ukraine is hoping for is an exchange of POWs.
You can’t get much done in 38 minutes. I have no doubt the terrorists demanded their usual capitulation of Ukraine, and received a GFY in response.
Maybe they at least agreed on a prisoner exchange.
