Deputies of the State Duma of the Russian Federation approved in the first reading a bill that will allow not to execute in Russia the decisions of the European Court of Human Rights (ECHR) adopted after March 16, 2022. It is reported by TASS.
According to such resolutions, according to the draft law, the Prosecutor General’s Office of the Russian Federation can pay compensation to the applicant until the beginning of January 2023.
The State Duma also adopted a draft law in the first reading , suggesting that the ECHR rulings will no longer be considered the basis for reviewing the decisions of Russian courts.
The initiative implies the creation of an additional mechanism that will expand the grounds for the annulment of court decisions that have entered into force and allow the resumption of criminal proceedings due to new circumstances.
One of the authors of both bills, Pavel Krasheninnikov, chairman of the Duma Committee on State Building and Legislation , explained that the need for these initiatives arose after the termination of the Russian Federation’s membership in the Council of Europe. According to him, the opportunity for citizens to apply to the ECtHR “was of a positive nature”, but recently it has become highly politicized.
