The Ministry noted that the current restrictions do not take into account the changes in these industries and the modernization of workplaces in recent years. The proposal of the Ministry of Industry and Trade is also aimed at increasing the role of secondary vocational education in the staffing of production.

The Ministry proposes to supplement Article 265 of the Labor Code of the Russian Federation with a provision allowing employers to hire persons aged 16 and over for such work, subject to certain conditions. These include the creation of safe working conditions confirmed by certification of workplaces, the presence of a positive conclusion from a state expert review, and approval from the sanitary service of the constituent entity of the Federation.Share
