The Infrastructure Restoration and Development Service in the Kherson region (part of the State Agency for Infrastructure Restoration and Development, created on the basis of Ukravtodor), has concluded four agreements for the construction of more than 200 houses in the village of Posad-Pokrovske, Chornobayvka Village Council, with a total cost of UAH 905.68 million.

All orders were received by companies that specialize in road repair and construction and have not previously received government contracts for housing construction, writes Nashi Groshi with reference to data in the Prozorro system.

In particular:

• LLC “European Road Construction Company” is to build 52 houses for UAH 204.24 million;
• Rostdorstroy LLC – 52 houses for UAH 194.21 million;
• LLC “Energy and Road Construction” – 52 houses for UAH 198.05 million;
• LLC “Automagistral-Pivden” – 79 objects (houses and apartments) for UAH 309.18 million.

Under the terms of four new contracts, more than 200 houses are to be built by the end of 2025. The warranty period of operation is 10 years. The contracted price is firm.

Contractors must complete a full cycle of work: dismantling the remains of destroyed buildings, laying foundations, laying electrical networks, water supply, sewage, facade insulation, arranging porches and paving, landscaping the territory. The equipment includes the installation of plumbing, lighting equipment, installation of fuel boilers, etc.

The estimated cost of building houses varies and mainly fluctuates within 3 – 4 million hryvnias, although there are estimates where the construction is estimated at 6.5 million hryvnias (hereinafter prices include VAT).

Prices for building materials are within market limits, although they can vary significantly depending on the contractor, the publication notes.

The tenders were held according to the open bidding procedure with the peculiarities that one participant is enough. Thus, Rostdorstroy and Energy and Road Construction received contracts without competition, while the companies Avtomagistral-Pivden and European Road Construction Company were competed with by the same company – Global Build Engineering LLC, but it did not bid on the tenders and lost.

Who will rebuild Chornobayvka?

“Automagistral-South” is registered in Odessa. The ultimate beneficiary is Oleksandr Boyko. Since 2016, the company has received contracts worth UAH 132.57 billion.

Odessa-based Rostdorstroy is owned by Yevgeny Konovalov and Yuriy Schumacher. Since 2016, Rostdorstroy has signed government contracts worth over UAH 82.15 billion.

“European Road Construction Company” is registered in the Kyiv region. The owner of the company is Muslim Kyeloyev. Since 2018, the company has received contracts worth UAH 9.55 billion.

“Energy and Road Construction” is registered in Kanev. The owners of the company are Maksym Kokarev, Andriy Kositsyn, Yuriy Klimov, Oleksandr Kiblyk. Since 2016, the company has received contracts worth UAH 9.55 billion.

As reported, in March 2025, the Cabinet of Ministers allocated an additional UAH 5.2 billion for the completion of a pilot project to rebuild five settlements : Borodyanka, Trostianets, Tsyrkuniv, Posad-Pokrovskyi, and Yagidne.

Before the full-scale invasion, Posad-Pokrovsky in the Kherson region had a population of 2,239. According to the State Reconstruction Service, 940 buildings in the village were destroyed or damaged. Of these, 80% required new construction, and 20% required major repairs.

Back in 2023, the village was included in a pilot project for the comprehensive restoration of five settlements. It envisaged the construction of housing, utility rooms, and a community center with a school, kindergarten, cultural center, and sports halls.

Construction of the first five homes began in August 2023. The plan was to complete 130 homes by April 2024, but work was halted due to a lack of funding. By early 2025, not a single home had been fully completed, and most of the 120 properties were only 20% complete.
