257 people’s deputies voted for the adoption of the law.

During a session, the Verkhovna Rada adopted in the second reading and as a whole the draft law on the state budget of Ukraine for 2025. This was announced by Prime Minister Denys Shmyhal .
“The state budget for 2025 has been adopted! Thank you to the people’s deputies for your support. All taxes of citizens and businesses next year will be directed to the defense and security of our country. The total resource that will be directed to the security and defense sector will amount to UAH 2.23 trillion,” the head of government noted.
According to Shmyhal, record funds will be allocated for the production and purchase of weapons, for which UAH 739 billion has been allocated. There will be more funding for the modernization of our defense industry, as well as for the purchase of drones.
“Expenditures on education will amount to almost UAH 199 billion, and on medicine UAH 217 billion. Important modernization and development projects are planned in both areas. UAH 10.7 billion is allocated for upgrading medical institutions, purchasing modern equipment and creating rehabilitation centers. An additional UAH 17.5 billion is allocated for modernizing educational institutions and equipping shelters,” the statement says.
As reported by People’s Deputy Yaroslav Zheleznyak , the bill was supported by 257 people’s deputies.

“Record expenditures at the level of UAH 3.94 trillion. Of these, defense expenditures amount to UAH 2.22 trillion. Revenue is UAH 2.3 trillion (including UAH 141 billion from tax bill 11416-d). We also expect external financing of $38.4 billion next year,” Zheleznyak wrote on his Telegram channel.
The Chairperson of the Verkhovna Rada of Ukraine’s Budget Committee Roksolana Pidlasa noted that the draft law on the state budget contains realistic military expenditures of UAH 2.2 trillion, which even slightly exceeds the expected actual expenditures on the security and defense sector this year.
In addition, she said, there is room (own revenues) to increase military spending during the year through the allocation of funds from the Reserve Fund or redistribution within the government.
“A reasonable deficit and need for international financing that can be covered is $38.4 billion. It is very easy to succumb to political pressure and inflate the budget expenditure side, which then will have nothing to finance. This year, we all learned the wisdom to prevent such a development of events,” the deputy emphasized.
Pidlasa also noted that the government is finally “taking the horns” and trying to solve the problem of the extremely large pensions won in court for privileged pensioners (currently the debt on pensions recalculated in courts is 73 billion UAH), “new” Chernobyl victims in the exclusion zone and a number of other distortions in the social sphere that give rise to enormous injustice.
In addition, according to her, funding for the preferential mortgage program continues, within the framework of which more than 13 thousand families have already been able to afford their own housing, half of them military families.
“The hero policy that Volodymyr Zelensky spoke about today is fully included in the 2025 budget: UAH 10.5 billion for veteran support specialists, creation of veteran spaces, apartments for veterans and other support programs. Separately (in the budget of the Ministry of Social Affairs and the Ministry of Health) – rehabilitation and prosthetics,” Pidlasa said.

On October 31, the Verkhovna Rada voted in the first reading for the draft state budget for 2025 .
According to Ukrainian Prime Minister Denys Shmyhal, more than UAH 2.2 trillion will be allocated for security and defense needs, which is about 26% of GDP. This is UAH 46 billion more than in 2024.
Overall, state budget expenditures are planned at over UAH 3.6 trillion, which is UAH 535 billion more than this year. General fund revenues are planned at UAH 2.7 billion, which is UAH 411 billion more than this year.
