The Ministry of Health of Ukraine has officially responded to information published by US Director of National Intelligence Tulsi Gabbard about the work of a network of Ukrainian research centers.

Unfounded accusations

The Ukrainian ministry emphasized that our state clearly fulfills its international obligations under the Convention on the Prohibition of Biological and Toxin Weapons. Ukraine has never been involved in the development, accumulation or production of such weapons. Long-term cooperation between Kyiv and Washington in the medical field was aimed only at improving the public health system, disease diagnostics and biosecurity. All laboratory institutions that received technical assistance are exclusively civilian in nature and work in the field of veterinary medicine or medicine.

The reason for the statement was Tulsi Gabbard’s publication, in which she allegedly declassified data on American funding for more than 120 facilities around the world, including in Ukraine. She claimed that these centers conduct dangerous research and may be under threat due to war. However, gross errors were found in the materials provided. On the published map, Gabbard’s office incorrectly indicated the geographical location of Kyiv, invented the city of Cherniv, and also found secret laboratories in the occupied Crimea and in the fictional city of Transcarpathia. The Ministry of Foreign Affairs of Ukraine also called these accusations groundless .

The relevant department explained in detail the specifics of the work of medical centers:

“They are not intended in principle and could not be used for any development of biological weapons or for conducting research aimed at creating pathogens with increased dangerous properties.”

The need for pathogen samples for everyday medicine and protection against viruses

Representatives of the department noted that the presence of samples of various viruses or bacteria in medical institutions is standard world practice. Such materials are necessary for scientists for daily laboratory diagnostics, monitoring of the epidemiological situation and rapid response to sudden outbreaks of infections. Ukraine remains fully open to international cooperation in the field of security and calls for relying only on documented facts, and not on anyone’s assumptions.

What preceded it?

Recall that before her resignation, US Director of National Intelligence Tulsi Gabbard published declassified materials about more than 120 Washington-funded facilities in more than 30 countries around the world, including Ukraine . This concerns research within the framework of biosecurity programs.
