The Kursk region was left without electricity and heat for the second time in a week due to drone attacks

6 November 2025

On Thursday, November 6, Ukrainian forces struck a substation in the Borovskoye neighborhood of Rylsk, Kursk Oblast, leaving some local residents without power and heat, according to Kursk Governor Alexander Khinshtein. This is the second such attack since the beginning of the week.

“The impact temporarily disabled the boiler room and transformer: seven buildings, home to approximately 150 people, were left without heat, and another 90 buildings were without power,” he explained. Khinshtein assured that emergency crews had already repaired the damaged components in Rylsk, the fifth-most populous city in the region, and that heat and electricity had been restored.

Earlier this week, a Ukrainian drone strike in the Kursk region damaged a substation, causing power outages in more than eight towns, Khinshtein reported . Power was lost in Rylsk, as well as in the Glushkovsky and Korenevsky districts, which are fed by the Rylsk substation. The outage affected more than 16,000 consumers.

Later, the Kursk governor reported a drone strike on another substation  in Belaya Sloboda. As a result, on the evening of November 3, “a fuse on a transformer ignited,” causing power outages in seven villages in the Belovsky District.

Prior to this, the Ukrainian Armed Forces attacked the Rylsk substation on October 27. A fire broke out in nearby outbuildings; authorities claimed the facility itself was undamaged. On October 24, the substation was hit four times. The eastern district of Rylsk and the village of Oktyabrskoye were left without power, Khinshtein reported.

On the morning of October 31, the Ukrainian Armed Forces launched a drone strike on the Oryol region. As a result of the attack, a local combined heat and power plant (CHP) was damaged for the first time since the war against Ukraine began. Three of the four districts of the regional capital were left without heat and hot water, according to local authorities.
