The war is closer to its end than it was in 2022, yet it is entering a new, harsher phase with massive attacks on civilian infrastructure. Appeasement of Putin does not work, and the only path to peace is pressure and Russia’s defeat. The Kremlin uses negotiations as a tactic to buy time, while Russia’s internal problems — economic, social, and budgetary — are rapidly intensifying.Russia’s demands for territories it does not control are seen as an element of hybrid pressure and an attempt to destabilize Ukraine from within. Moreover, the end of the New START treaty creates serious problems for Russia, as the country lacks resources for a new arms race, and its nuclear blackmail increasingly appears as a sign of the Kremlin’s weakness.
