The duties of the Minister of Defense are performed instead of Umerov by his deputy: what is known

Ivan Gavryliuk signs the documents as “executive minister”, not “deputy minister”.

Orders of the Ministry of Defense of Ukraine began to be signed by his deputy Ivan Havryliuk instead of Minister Rustem Umyerov . Moreover, in the status of “temporary acting minister of defense”.

The fact that the duties of the Minister of Defense are currently performed by his deputy is evidenced by the order of the Ministry of Defense “On Approval of Amendments to the Regulation on Military Medical Examination in the Armed Forces of Ukraine”, published on the website of the Verkhovna Rada . It was under him that the signature of “the acting Minister of Defense of Ukraine, Lieutenant General Ivan Havrylyuk” appeared.

The relevant order is dated April 27 and registered with the Ministry of Justice of Ukraine on April 28.

It is not known why the minister’s duties are currently performed by his deputy. The reason may be vacation or temporary incapacity of the minister, for example, due to illness. 

UNIAN sent a request to the Department of Press and Information of the Ministry of Defense of Ukraine to get clarification on the situation in the department’s leadership. At the time of this publication, no response has been received.

On the website of the Ministry of Education and Culture , it is noted that Havrylyuk was appointed by the Cabinet of Ministers of Ukraine to the post of Deputy Minister of Defense of Ukraine on October 5, 2023.

As UNIAN reported, in April, Gavrylyuk announced that the re-examination of those with limited fitness was beginning. According to him, this process will start from the middle of May.

Regarding mobilization measures, Havryliuk reminded of the draft law No. 10449 on mobilization adopted by the Verkhovna Rada in the second reading. He noted that this document records four important things: duties of citizens, duties of local self-government bodies, accounting of all men aged 18-60; part of the loopholes of evading mobilization have been closed.

  1. Havryliuk, Gavryliuk, the author seems to be a bit confused about the proper translation into english. How’s the name pronounced in Ukrainian? 🤔

    • It is because of transliteration; ie creating a soundalike with Latin script from Cyrillic.
      A Russian г sounds like G.
      A Ukrainian г sounds like H. Hence why Russian speakers refer to the Ukrainian currency as Grivni and Ukrainian speakers say Hrivni.
      Ukrainian : гривні.
      Other examples : Luhansk/Lugansk.
