The decision was made in Luxembourg during the annual meeting of the Committee of Ministers of the Council of Europe.
The Council of Europe has supported the creation of a Special Tribunal for the Crimes of the Russian Federation. This was announced on Telegram by Maria Mezentseva , the head of the permanent delegation of the Verkhovna Rada to the PACE .

It is noted that the decision was made in Luxembourg as part of the annual meeting of the Committee of Ministers of the Council of Europe.
“I am very grateful to my colleagues from the Office of the Prime Minister and the Cabinet of Ministers for their work, and to our delegation to the PACE, which fought for this decision from the very beginning,” Mezentseva added.
Special Tribunal for Russian Crimes – Important News
As UNIAN reported, on May 9, foreign ministers and other representatives of the participating states of the Coalition to Establish a Special Tribunal for the Crime of Aggression against Ukraine held a summit in Lviv. The results of the meeting were reported in the Coalition’s Lviv statement.
The document noted that “technical work on draft legal instruments necessary for the establishment of a Special Tribunal for the Crime of Aggression against Ukraine within the framework of the Council of Europe has been completed.”
The coalition expressed strong support for the early launch of the Special Tribunal to punish Russian dictator Vladimir Putin and all other war criminals.
Deputy Head of the Presidential Office Iryna Mudra said that the Special Tribunal could start operating as early as 2026. The official noted that the process may be lengthy, but the parties already have a clear understanding of the process of creating the tribunal in The Hague.
