After ten months of a full-scale invasion of Ukraine, Russian dictator Vladimir Putin is institutionalizing corruption in Russia and legalizing looting in Ukraine.
According to a report by the Institute for the Study of War (ISW), the president of the aggressor country plans to suppress dissidents who oppose the war in Ukraine through corruption.
Putin opened the door to further institutionalization of corruption when he approved a decree on December 29 that exempts all officials, including the military and security officials, from the obligation to publish income declarations. In addition, by this order, the Russian dictator actually cancels the ban on receiving “charitable gifts” by the military in connection with their participation in the war against Ukraine.
The decree applies to military personnel, employees of the internal affairs bodies of Russia serving in the Russian Guard and law enforcement agencies, employees of the penitentiary system and the investigative system of Russia, as well as employees of the occupation “administrations” in the temporarily occupied territories of Ukraine.
