In November, the lives of Ukrainians will change significantly – we have named the main innovations.
In November, the lives of Ukrainians will change in several ways. In the last month of autumn, central heating will be turned on throughout the country, and some families will be able to apply for utility subsidies. The order of reservations for those liable for military service will change, and free lunches will be introduced in schools.
We have named all the most important changes in November – what the utility rates will be, what changes in the traffic regulations will be from the 1st, and which banknotes will be withdrawn from circulation.

Housing and communal services tariffs in November 2024
During martial law in Ukraine, there is a moratorium on increasing tariffs for gas, hot water and heating, but it does not apply to electricity and cold water. In November, the cost of utilities will remain the same:
- the electricity tariff will remain the same at 4.32 UAH/kWh, and those Ukrainians who have electric heating will be able to pay 2.64 UAH/kWh until April 30 next year, provided that they consume up to 2000 kW/month;
- gas tariff – for Naftogaz users is 7.96 UAH/cubic meter, other suppliers may have a different cost per 1 cubic meter of gas;
- water tariff – in large cities it is set by the National Commission (NKREKU), and this tariff remains the same, but in small cities the tariff for the cost of water is regulated by local authorities, so it can change;
- heating tariff – as has already been said, cannot change while martial law lasts, and for another six months after that.
Although the cost of housing and communal services will not change, the amounts in the bills will still increase. After all, in November, all household consumers will be supplied with heating. Some families may receive subsidies for utilities.
Heating subsidy 2024-2025
With the onset of the heating season, the issue of subsidies becomes relevant. The heating subsidy in 2024 is calculated individually for each family. If assistance is applied for for the first time, or the number of family members has changed, then you need to submit an application to the Pension Fund. Other recipients will be assigned a subsidy automatically.
There is also a subsidy for firewood and electric heating in Ukraine . Such assistance can be received by households that do not have central heating.
IDP payments in November
Displaced persons can apply for financial assistance, which will be paid until February 2025. The following categories will receive payments first :
- pensioners whose social benefits are less than UAH 9,444;
- those who have disabilities of groups 1 and 2, children with disabilities who have not yet reached 18, children who are seriously ill;
- orphans and children under 23 years of age who do not have parental care, adoptive parents and foster parents.
For children and those with disabilities, assistance in the amount of 3 thousand UAH is provided, for everyone else – 2 thousand.
Let us recall that now pensioners who are classified as IDPs and receive additional assistance from the state, but were registered before February 24, 2022 (full-scale invasion of the Russian Federation), must undergo identification at the Pension Fund every six months – so that the fund can make sure that payments to pensioners go to those for whom they are intended. Martial law and mobilization November 2024
The Verkhovna Rada voted to extend martial law and mobilization until February 7, 2025. All Ukrainians liable for military service who do not have a reservation or deferment will be mobilized. Among the innovations, men over 50 will be conscripted only by order of the General Staff. Earlier, we described in detail how mobilization will take place in Ukraine in November and who will be called up to the army.
Also in November, there will be changes in the reservation of employees of critical enterprises . Due to the fact that there are too many reserved military personnel in Ukraine, the procedure for granting a deferment was canceled on October 20. By November 15, special commissions will conduct an audit of critical infrastructure enterprises and determine whether there were any violations in the reservation of employees. Changes in traffic rules from November 1
From November 1, 2024, drivers will face changes in the traffic rules of Ukraine , namely, in cities it will be possible to move at a speed of no more than 50 km/h. This rule will have to be observed during the winter period, when the roads become more dangerous for driving due to weather conditions.
Road signs will also be replaced on those sections of roads in cities where it was possible to travel at a higher speed.
Replacement of 50 UAH and 200 UAH of the old model
From November 1, the National Bank of Ukraine will begin to withdraw 50 and 200 hryvnia banknotes issued in 2003-2007 from circulation. There is no need to go to the bank and change money. In addition, old banknotes can be used as before.
Free meals for primary school students
In November, some Ukrainian schools will start offering free school meals for students in grades 1-4. Children will be given hot lunches, even if they do not belong to the preferential categories.
Free meals for schoolchildren were supposed to appear in October. However, the money allocated from the budget had not yet reached the schools at that time.
