Sir Keir Starmer has dismissed Vladimir Putin’s “ludicrous demands” for Ukrainian land as he addressed leaders in the coalition of the willing meeting.
The Prime Minister described Russia’s territorial demands as a “non-starter” as he urged European leaders to help “finish the job” on bolstering Ukraine’s defences.
He said: “We need to agree to finish the job on Russia’s sovereign assets and unlock billions to help finance Ukraine’s defence.
“The UK is ready to move in tandem with the EU to drive this forward as fast as possible.”
His comments come after Belgium refused to sign off plans for a €140bn “reparations loan” to Ukraine using frozen Russian assets at a summit on Thursday.
Zelensky: Long-range missiles would bring Putin to negotiating table
Volodymyr Zelensky has appealed to European leaders for long-range missiles to strike targets deep inside Russia.
The Ukrainian president told the meeting: “As soon as Putin felt pressure and the possibility of Tomahawks appearing in Ukraine, he immediately declared his readiness to restart talks.”
Mr Zelensky has repeatedly called for Donald Trump to approve the sale of Tomahawk missiles to enhance Kyiv’s offensive capabilities.
Before the meeting, a Downing Street spokesman agreed with Mr Zelensky, saying the latest sanctions could kickstart further support for Ukraine.
They said Sir Keir Starmer and Mr Zelensky discussed how it is “vital countries built on that momentum and went further to supply long-range capabilities to Ukraine” before the wider coalition of the willing talks.
We cannot reward Putin, says Zelensky
Volodymyr Zelensky told European leaders that they cannot “give Russia any reason to think they can finish this war with any outcome that is unfair to us”.
He said: “We must all remember that the issues of territorial integrity as well as any alleged trade of lands must not reward the aggressor or reward any future aggression.
“Only a strong and fair solution to end the war will really work. Please support us in this.”
Starmer’s five-point guide to supporting Ukraine
Sir Keir Starmer has outlined the five elements of the coalition of the willing’s support for Ukraine.
“We are choking off funding for Russia’s war machine,” added Mr Starmer, referring to the latest sanctions on Russia, which he said was the first point of supporting Kyiv.
“We are determined to push on with the progress on Russia’s sovereign access,” he said, alluding to the second point: plans to extract reparations from Russia and use seized Russian assets to fund Ukraine’s defences.
He also announced that Britian will continue to support Ukrainian air defences, which is the third element.
Keeping up the military pressure on Putin and preparing security guarantees in the event of peace were the Prime Minister’s fourth and fifth points.
Starmer: Ukraine’s security is our security
Sir Keir Starmer has praised Volodymyr Zelensky for fighting for the security of all Europeans, not just Ukrainians.
“We will not tolerate this hostile activity. It just undermines the point that your security is our security,” he said, referring to the recent convictions of Russian-backed youths who launched an arson attack on a warehouse linked to support for Ukraine in east London.
“We stand with you stronger than ever, united behind Ukraine and united behind President Trump in calling for the fighting to stop now and for negotiations to begin from the current line of contact,” he added. “We must now maintain this pressure.”
He added: “Your security is our security.”
Coalition reaches ‘absolute clarity’ on use of Russian assets
Sir Keir Starmer has said there was “absolute clarity” during the coalition of the willing meeting that progress on using frozen Russian assets to support Ukraine must be realised quickly.
“Yesterday, the EU took a very important step forward and there was absolute clarity in this afternoon’s meeting that we need to see that progress come to fruition within a short timetable,” the Prime Minister said.
Sir Keir referred to the European Union’s 19th sanctions package, which banned Russian liquefied natural gas imports and targeted entities ranging from Chinese refiners and Central Asian banks to a Russian prison medic.
Mette Frederiksen, the Danish prime minister, said European leaders must have a decision by Christmas Eve on how to fund Ukraine for the next year.
Starmer and Zelensky about to speak
Sir Keir Starmer and Volodymyr Zelensky are about to address a press conference following today’s coalition of the willing talks.
We are currently waiting for them to take to the stage.

We need every major leader to agree and endorse this critically important statement.
Anything beyond (former ruSSian) Crimea is completely unacceptable, as i already stated ten years ago. Same goes for NATO membership.
I don’t agree giving these gsnocidl fuck ups anything.
Crimea is a disease (IMHO) and it’s not giving them anything except for a shit stain.
Crimea is important to Ukraine for strategic reasons. We don’t want ruSSia to have control over the Black Sea region.
