Send Ukraine the old M864 DPICM cluster artillery shells. At $0 in taxpayer expense.
The article doesn’t say it but the same can be done with M26 cluster Himars rockets and M39 cluster Himars missiles.
That is the way to cost effectively support Ukraine in destroying the Russian army in occupied Ukraine:

Yewh, thank goodness for David Axe, a dedicated supporter of Ukraine’s brave defenders. And Kudos to Forbes for still reporting daily about the war while other, larger publications (cough NYT cough) seem to have lost interest in that topic. In these hard times, it shows who the real friends of democracy and a free and fair world are!

Yup, my interpretation, too. But there needs to be a deadline for this. I’ve read, pro-Ukrainian GOP Representatives are giving Johnson until the end of the month to bring up the Senate bill for a vote, before they’ll rebel. At a time when at Andiivka, the defenders get every day more into a disadvantage, this can’t be called “rushed” (as Johnson protested) at all. If that time passes without the rebels taking matters into their own hands, by using arcane rules to force a vote, Biden should act with executive priviledge and use the excess defense articles law to get the urgently needed ammo on its way, without further delay. This deadlock can’t be allowed to block doing what’s right and what’s necessary any longer than that. Like the famous Gordion knot, it has to be cut thru by force!
A successful presidency isn’t necessarily defined by the president but by the team he or she surrounds themselves. Biden has surrounded himself with idiots beginning with Jake Sullivan who in the Obama administration threw blankets to Ukraine when it was attacked in 2014
If President Biden really wants Ukraine to win rather than just “make Russia pay a big price” why hasn’t this been done months and months ago? Just another example of poor US leadership’s “no we won’t yes we will” too little too late “support”for Ukraine. I wonder if anyone in DC of either party except Representative Spartz really wants Ukraine to win.
