Russia’s second-largest oil refinery, Kirishinefteorgsintez, completely stopped oil refining after a drone attack on August 30. The enterprise provides about 7% of all Russian oil refining and is the largest supplier of fuel to St. Petersburg and the northwestern regions of the country.

Installations that provide almost half of the refinery’s capacity were damaged

According to two Reuters industry sources, the attack at the plant damaged two primary oil refining units.

The AVT-6 unit is capable of processing 22,860 tons of oil per day and provides about 40% of the enterprise’s total capacity. The capacity of the second unit – AT-1 – is 4,860 tons per day, or another 8%.

There are two other units at the refinery – AT-6 and AVT-2, which together account for the remaining 52% of capacity. However, they were no longer operational at the time of the attack.

Kirishinefteorgsintez is owned by Surgutneftegaz and has a design capacity of 20 million tons of oil per year. In this indicator, it is second only to the Omsk Refinery in Russia with a capacity of 22 million tons.

Each year, the company produces about 2 million tons of gasoline and 7 million tons of diesel fuel.

The plant has already been shut down twice after drone attacks

This is not the first long shutdown of the enterprise in 2026. After the UAV attacks on March 26 and May 5, the refinery also underwent repairs.

According to Reuters and the Financial Times, it has never fully recovered from the previous strikes. In August, the plant was operating at about half its capacity.

In total, seven Russian refineries completely or partially suspended fuel production during August due to drone attacks. These include the Yaroslavl Refinery, which supplies fuel to Moscow, and the Nizhny Novgorod, Perm, Novoshakhtinsky, Saratov, and Volgograd refineries.

Gasoline production in Russia has fallen below domestic consumption

Against the backdrop of the shutdown of large oil refineries in late August, gasoline production in Russia decreased to approximately 80,000 tons per day.
