Russia’s oil and gas revenues have collapsed by more than a third: how much money is left for war?

Last year, the Russian federal budget received 11.13 trillion rubles (about $137.5 billion) from oil and gas.

Russian federal budget revenues from oil and gas fell by 35% in August 2025 compared to the same period last year, The Moscow Times reported .

Oil and gas revenues, which account for about a quarter of Russia’s state treasury revenues, fell to 505.0 billion rubles ($6.2 billion) last month, down 36% from July.

In total, after eight months, Russia’s oil and gas revenues were 20.2% lower than for the same period in 2024, amounting to 6.03 trillion rubles ($74.5 billion).

Initially, the Russian Ministry of Finance planned to collect 10.94 trillion rubles ($135.2 billion) in oil and gas revenues this year, of which 1.8 trillion rubles ($22.2 billion) were to replenish the so-called National Welfare Fund.Read also:

However, the market situation (in particular, the fall in oil prices) forced the Russian authorities to reduce the projected amount of revenue from the sale of energy resources by almost a quarter of the plan – to 8.32 trillion rubles ($102.8 billion).
