Russia faces an acute corporate liquidity crisis as severe payment defaults spread through domestic commercial networks. Companies fulfilling state contracts and private orders face persistent settlement delays, intensified by a restrictive 14 percent central bank interest rate. This capital deficit leaves suppliers unable to service bank debts, meet payroll, or replenish inventory. Unpaid commercial invoices have transformed into an operational crisis, forcing well-connected conglomerates to petition the Kremlin while independent enterprises absorb mounting financial losses.
Russian commercial records expose structural strain spreading beyond the defense sector. Industrial surveys indicate 36 percent of enterprises face overdue payments, driving a 28.9 percent increase in corporate insolvency filings. The consumer economy exhibits severe distress, marked by 28,000 restaurant closures and 298 million dollars in delinquent sector loans. Meanwhile, infrastructure attacks worsen these balance sheet shocks, including 369 million dollars in recorded losses across 11 Ozon logistics hubs and drone damage at the Yaroslavl refinery.
This domestic liquidity squeeze directly constrains Russian war economics and sovereign financial stability. While the Kremlin raises 4.7 billion dollars by liquidating confiscated private assets, state coffers cannot indefinitely shield non-essential industries. The strategic consequence is forced economic cannibalization, where Moscow prioritizes favored military producers while civilian retail, logistics, and independent enterprises contract, permanently degrading Russia’s long-term economic resilience.
