The Russian government is preparing to save Russian Post, which has been making losses for the third year in a row, at the expense of Russians. Thus, each year the Russian postal operator will be able to receive about 5 billion rubles, which the budget will collect in the form of fines for traffic violations.

This was announced by Deputy Minister of Digital Development of the Russian Federation Oleg Kachanov, The Moscow Times reports. 

Kachanov explained that this will be possible due to the fact that in 2025 fines were increased by 1.5 times, and the discount on their payment during the grace period was reduced from 50% to 25% .

It is planned that Russian Post will allocate additional funds to “modernize post offices” in small settlements.

In total, such a scheme will allow for the repair of almost 1,000 branches each year, but there will not be enough money to implement the modernization program “in full,” the deputy minister emphasized.

In this regard, the Russian Ministry of Digital Affairs is discussing with the regions the possibility of providing “maximum” benefits to Russian Post, which will be able to direct the saved funds to repair the remaining branches. This includes preferential allocation of land plots, rent at a reduced rate, etc. 

Previously, the Russian Ministry of Digital Affairs requested 104.9 billion rubles for the renovation of all post offices in 2025-2030. However, the Russian Ministry of Finance did not support this additional funding.

“And as a result, we were simply forced to rearrange at least the minimum amount of budget funds from our base – 500 million rubles,” Kachanov noted.

This money will be enough to repair only 105 post offices, although the modernization requires more than 22 thousand.

Late last year, it was reported that Russia’s state-owned Russian Post, stuck in a debt hole, was forced to sell off assets due to constant losses and a lack of effective sources of income. The company was able to sell 94 “non-core objects” for 2.7 billion rubles.

According to the results of 2022, the loss of Russian Post amounted to 27.2 billion rubles. after a net profit of 265.99 million rubles. in the previous year. Thus, Russian Post became unprofitable for the first time in the last 15 years.
