The Russians attacked a foreign-flagged tugboat, killing two crew members—citizens of Azerbaijan.

A tugboat named 'Teddy' with an orange and black color scheme, equipped with a crane, is navigating through water. Crew members are visible on board, operating the crane.

The Ministry of Recovery, Infrastructure, and Transport reported this on Telegram, according to Ukrinform.

“Russia carried out yet another attack on civilian shipping in the Odesa region. The attack damaged the foreign-flagged tugboat Tedy. As a result of the attack, two crew members—citizens of Azerbaijan—were killed,” the statement said.

According to the ministry, two other Azerbaijani citizens were injured and hospitalized. Six crew members, also Azerbaijani citizens, received the necessary medical care on site and did not require hospitalization.

As emphasized by the Ministry of Infrastructure, Russia continues to deliberately attack Ukrainian civilian vessels and port infrastructure, posing a direct threat to Ukrainian and foreign seafarers. Ukraine is documenting every such incident and continues to inform its international partners about Russia’s systematic attacks on civilian shipping and transport infrastructure.

As previously reported, Ukraine has appealed to the International Maritime Organization (IMO) in connection with the sharp escalation of the situation in the Black Sea, which threatens the continued operation of the Ukrainian maritime corridor.
