Russia worries about costs of continuing war in Ukraine – ISW

The Russian government is concerned about the continuing economic costs of the war in Ukraine and is trying to force its military to better adhere to discipline.

Details: Kremlin Spokesperson Dmitry Peskov announced on 23 November that Russia does not currently plan another partial involuntary reserve call-up as authorities continue relying on crypto-mobilisation strategies.

Peskov stated that Kremlin officials are not discussing a second wave of mobilisation and that Russia is recruiting adequate numbers of contract volunteer personnel. 

Meanwhile, other Russian officials are intensifying efforts to encourage contract volunteer enlistment. 

On 23 November, Russian leader Vladimir Putin signed a law allowing soldiers who served in Ukraine to write off loans of up to 10 million roubles (approximately US$95,869) if courts initiate debt collection before 1 December 2024, likely aimed at motivating indebted Russians to join the Ministry of Defense.

The Russian government remains wary of the economic burden of the ongoing war in Ukraine, particularly regarding compensation for soldiers. 

On 22 November, the Russian Defence Ministry submitted a draft law requiring soldiers to repay their one-time enlistment bonuses if they commit “gross disciplinary offences” or avoid military duties. 

Putin has recently expressed concern over Russia’s long-term economic stability, including by reducing payments for soldiers wounded in combat. 

The draft law likely aims to improve discipline among military personnel, as complaints about poor treatment by military command persist.

    Can’t see how that’s going to improve anything.
    When you’re being treated like the garbage you are, when you are being used like a cheap tool, sent to terrifying assaults, seeing your comrades getting cut to pieces for a square yard of land, so your commander gets a medal, when you live worse than a pig, suffer hunger and are freezing, and when you see no improvement whatsoever to the way things are going, what does money mean in such a living hell?
    For Ukraine, all of this is good.

    • You paint such a bleak scenario facts that it almost makes me feel sorry for the scum.
      I’d really like to be able to think they see things the same way but as they are so downtrodden that situation is normal for them and probably makes them happy.

      Deluded fools doesn’t really cover it, there is no hope for them.

      A complete reset is the only solution, then designate the whole of the cockroach infested swamp as an uninhabited nature reserve.

      • I describe the situation of the roaches as had been illuminated by numerous reports. But, don’t get me wrong; I never feel sorry for them. They are part of the system of devilry as long as they are spineless and willing slaves.
        If I know that I am just a cheap meat puppet and will most likely die, I would kill as many of my “superiors” as I can. Even if they get me in the end, at least I know there are a few ghouls less to torture my comrades. There have been cases of this, which even saw the culprits escaping to Ukrainian lines. If enough roaches would do that, then the war would be over. But, the vast majority are willing to be scared cowards and to follow orders into death. To hell with them all.
