• redirected fuel supplies from the Urals and Siberia (in particular, from the Achinsk Refinery in the Krasnoyarsk Territory);
• attracted imported fuel from Belarus.

According to the agency’s estimates, the volume of additional supplies to Moscow from other regions is estimated at several hundred thousand tons .

Situation in the regions 

Russian Deputy Prime Minister Alexander Novak confirmed that the situation on the fuel market has only “partially stabilized,” acknowledging the presence of problems in the regions.

According to Reuters, while the Kremlin is artificially containing the shortage in the capital, the most difficult fuel situation is currently observed in the temporarily occupied Crimea and remote Russian regions.

Fuel crisis

As a reminder, gas stations in Russia have begun to be put up for sale en masse due to the fuel crisis that has affected almost all regions of the country.

It was previously reported that Russia will be forced to import diesel fuel due to massive strikes on oil refineries (refineries), which led to a reduction in domestic production by almost 40%.

As reported, the Russian government has allowed oil refineries to produce gasoline and diesel fuel with reduced quality indicators for the domestic market since the fall of last year, amid Ukrainian attacks on refineries and fuel supply disruptions . The quality requirements were lowered to Euro-3 from the previous Euro-5 in the fall of 2025 by May 1 of this year, and in May their validity was extended.

Due to infrastructure attacks in June 2026, average daily oil refining volumes in Russia fell to 4.1 million barrels.
