The Russian government is recording a record budget deficit during the full-scale war against Ukraine – it is expected that by the end of 2025 it will amount to 5.7 trillion rubles – approximately $68 billion – almost twice as much as previously planned.

“The reason is the fall in revenues, in particular from oil and gas, while war spending has remained at the same level. To plug budget holes, the government is raising taxes, introducing new fees for businesses, and planning to increase public debt. Despite economic problems and a record budget deficit, the Kremlin continues to sacrifice the stability of its own state and the prospects for its development for the sake of an aggressive war against Ukraine. The economy can no longer withstand the huge military costs, and the figures clearly show this,” the CPD adds.
